Residents Resources
At Grovewood Community Development, we’re dedicated to connecting residents with resources that promote housing stability, health equity, and overall well-being. We’ve compiled the following list of resources to support individuals and families in South Metro Denver. Whether you’re looking for rent relief, housing vouchers, or help with energy bills, these programs may offer the support you need.
Housing & Rental Assistance
Colorado Emergency Rental Assistance Program (ERAP)
When unexpected challenges put your housing stability at risk, the state of Colorado offers a safety net through ERAP. This program helps renters who are behind on payments and at risk of eviction by offering financial support through a lottery-based selection process—ensuring a fair chance for all applicants.Two application options are available: the state’s monthly selection or daily selection through the Community Economic Defense Project’s CARE Center. Legal and navigation support is also available to help guide you through the process.

Housing Choice Vouchers (Section 8)
Aurora Housing Authority
Aurora offers several housing programs including Housing Choice Vouchers. When the lottery opens, applicants can apply online and are selected at random. Those chosen will be asked to complete a full application with income and household documentation.Denver Housing Authority
DHA holds an annual lottery for Housing Choice Vouchers. Registration periods are announced on the DHA website, phone system, and in local newspapers. Selected applicants are invited to complete a full application. Lottery entries are reviewed for duplicates before numbers are randomly drawn throughout the year.
South Metro Housing Options (SMHO)
SMHO serves residents in Littleton and unincorporated Arapahoe County. When the waitlist opens, applicants can apply online through the Applicant Portal. A valid email is required. Selected individuals must pass a background screening and secure housing that meets HUD quality standards.

Utility Assistance
Utility Bill Help (Colorado PUC)
This program connects income-qualified residents to energy bill support programs through Xcel Energy, Black Hills Energy, Atmos Energy, or Colorado Natural Gas. If you receive public benefits like SNAP, Medicaid, TANF, or SSI, you may qualify.
Applications are processed online, and referrals are made to utility companies for final determination.
Energy Outreach Colorado
If you’re behind on your heating or electricity bills, Energy Outreach Colorado offers emergency assistance through a network of partner agencies. Bring a photo ID and your past-due utility bill to apply.
Be sure to call ahead for hours and procedures before visiting a local agency.
Colorado Low-Income Energy Assistance Program (LEAP)
LEAP helps eligible households with heating bills during the winter season (November through April). It may also cover repairs or replacement of heating equipment.
You can apply online or by phone. If you’re seeking help outside of the season, call 1-866-HEAT-HELP to ask about emergency support.
